In reply to your Circular Confidential of the 30th June last I have the honour to inform you that steps are regularly taken to ensure that the cases of all long-sentence prisoners in this Colony are submitted for revision.
Under Rule 314 of the Prison Rules, which reads as follows:-
"The names of prisoners under sentence for life or for terms of imprisonment exceeding fifteen years who have served ten years of their sentences having attained the age of twenty years are periodically submitted..."
